So I bought a brand new floor lamp, that was supposed to be a 3 way lamp?

I put a 3 way bulb and a regular bulb in and always get the same response. Click, click, lit, lit, click, click, lit, lit. And it never works with the 3 way bulb at all, it only has one brightness. Any suggestions?
